Survey on School Streets and Camera Enforcement

What are we consulting on?
Liverpool is undertaking a programme to introduce School Streets to improve road safety at school opening and closing times.
The School Streets will be introduced through an Experimental Traffic Regulation Order (ETRO), which will be in operation for up to 18 months. This will allow people to see the School Streets in operation so that a more informed decision can be made as to whether they think they should be made permanent at the end of the experimental period.
As part of the this, it is proposed that the School Streets will be enforced using Automatic Number Recognition (ANPR) cameras using Liverpool’s moving traffic enforcement powers.
A consultation about the Experimental Traffic Regulation Order (ETRO) will take place in September 2026, once the School Streets are up and running. Residents and schools in and around the School Streets will be told in advance when the scheme will start and when the consultation opens so they can take part and share their views.
We are seeking your initial views on the introduction of School Streets and the use of Automatic Number Plate Recognition (ANPR) camera enforcement at the following:
- Arnot St Mary Primary School (westbound) on Arnot Street from Goodison Road
- Corinthian Primary School (eastbound) on Corinthian Avenue from Inigo Road
- Fazakerley Primary School on Formosa Way between Formose Drive (west) and Formosa Drive (east)
- Gilmour Infant School on Southbank Road between Garston old Road and South Mossley Hill Road
- Kingsley Primary School on Eversley Street between Granby Street and Kingsley Road
- Middlefield Primary School on Alderwood Avenue between Little Heath Road and Oldbridge Road
- Monksdown Primary School between Monksdown Road/ Harewell Road and Frinstead Road/ Tumeric Road
- Roscoe Primary School on Alison Road between Delamain Road and Adshead Road
- St Anthony of Padua Primary School (northbound) on Sands Road from Elmsley Road
- St Cecilia’s Junior School (eastbound) on Sulby Avenue from Snaefell Avenue
- St Michael’s Primary School (northbound) on Guion Street from Boaler Street
- Smithdown Primary School (eastbound) on Smithdown Lane from Aigburth Street
- Stockton Wood Primary School on Sutton Road between All Saints Road and Goldfinch Farm Road
Residents and schools in School Streets
If you live within the boundary of a School Street, you will need an exemption to enter during the restricted times of 8:15am-9:15am and 2:30pm-3:30pm, Monday to Friday during school times. We have sent letters out to residents and schools about the School Streets.
- Residents will need to apply for an exemption for each vehicle registered to their address. This is separate from any residents parking permits you may already have, and having a parking permit does not automatically give you access through the School Street. Find out how to apply for a resident's exemption and the information you need to provide.
- Schools will be contacted separately. If there is an essential need to for you to attend a school regularly during the School Street’s restricted times then you will need to contact them to discuss about applying for an exemption.

Your initial views on the proposals will be taken into consideration at the end of the 18 month experimental period before deciding whether to make the School Streets permanent or amended.
Personal information will be kept confidential but your comments or suggestions may be made publicly available. This will typically be in the form of a consultation report.
We may contact you for clarification and discussion on any comments you make.
Any personal information from this survey will be kept securely for a maximum of 12 months after the end of the 18 month experimental period.
What happens next?
The School Streets will be introduced over the summer, along with ANPR cameras to help manage and enforce the schemes.
Residents and schools in and around the School Streets will receive a letter informing them of the confirmed start date in September and how they can comment during the 6 month consultation stage for the ETRO.
Comments made during this engagement will be taken into consideration before deciding on whether to make the School Street permanent.

Frequently Asked Questions
A School Street is a road, or part or part of a road, outside a school with a temporary restriction on motorised traffic at school drop-off and pick-up times. This is to ensure the safety of schoolchildren during these times.
The aim is to create a safer environment, reduce congestion and improve air quality at schools during the these busier times.
This will help to encourage a healthier, more sustainable lifestyle and active travel to school for families and lead to a better environment for everyone.
The operational hours are: 8:15am–9:15am and 2:30pm–3:30pm, Monday to Friday, during school term times only.
Enforcement of the restriction is carried out via an Automated Number Plate Recognition (ANPR) camera.
Eligible vehicles will be able to apply for an exemption.
In the first 6 months of operation, first time offenders will receive a warning notice. If a vehicle goes into the School Street during its restricted times again then they will receive a Penalty Charge Notice of £70.
It is critical that only essential vehicles are allowed into School Streets during their restricted times to ensure the safety of school children at school opening and closing times.
However, if you are a resident within the School Street itself and you have a vehicle registered to your address then you can apply for an exemption.
If you live within a School Street that has residents' parking, you will still need to apply for a separate School Street exemption. Your existign parking permit does not automatically allow you to drive through the School Street during restricted times.
Holders of Blue Badges are not automatically exempt from the School Street restrictions. If there is an essential need to enter the School Streets during their restricted times then an exemption will need to be applied for.
Unless there is an essential need for a non-resident’s vehicle to enter the School Street during its restricted times, they will not be allowed.
This will include people such as family members/ visitors, delivery drivers, work people such as builders, gardeners or cleaners.
Such vehicles will still be able to enter the School Street outside of its restricted times.
Please note that the exemption policy is currently being reviewed and will be launched later in the year.
Residents will need to apply for an exemption for essential regular visitors such as carers.
Applications for exemptions for school visitors must be made to the school themselves and they will submit these to Liverpool City Council. These exemptions may include SEN children for example.
As with residential addresses, non-essential visitors can still enter the School Street outside of its restricted times.
Please note that the exemption policy is currently being reviewed and will be launched later in the year.
A School Street exemption does not permit parking on other types of restrictions, such as yellow lines or School Keep Clear markings.
The exemption is to allow you to drive into the School Street during the operational time. There is no guarantee of a parking space.
No. You will not get a Penalty Charge Notice in this case.
You don’t need to take any action if you receive a warning notice but if you drive into the School Street during the operational times again, you may receive a Penalty Charge Notice.
Information on how to pay a Penalty Charge Notice or challenge it if you think it was wrongly issued, can be found on the letter you will have received.
It is £70, which is discounted to £35 if paid within 21 days.
