What is a Fixed Penalty Notice?
A Fixed Penalty Notice (FPN) is issued by our enforcement officers for environmental offences including littering, dog fouling, failing to keep a dog on a lead, fly-posting, fly-tipping, graffiti and smoking in smoke-free premises. View a full list of the offences an FPN can be issued for.
How do I pay?
If your FPN is handwritten on carbon copy paper and has a six-digit code on it, you can pay in the following ways:

You'll need your six-digit FPN code to make your payment.
Need help with a 6-digit code FPN?
If you have lost your FPN with a 6-digit code or need help or advice, please email fixedpenaltynotices@liverpool.gov.uk.
Need more time to pay?
If you need more time to pay the fine, please email fixedpenaltynotices@liverpool.gov.uk within 14 days of the FPN being issued. Requests received after 14 days will not be considered.
The maximum additional time we will give you to pay the fine is 14 days.
Can I appeal?
If you don’t believe you are guilty of the offence outlined in the FPN, we suggest you contact a solicitor who will give you advice on whether you have grounds to appeal.

Appeal an FPN for an environmental offence
Appeals should be submitted within the 14 days following the date of issue.
Once your appeal is received your fixed penalty will be suspended until a decision is made. We aim to reply within 14 days of receiving your appeal.
