Everton West Permit Parking Zone
We know that finding somewhere to park close to home can often be difficult for residents in Everton West. Residents have told us that parking pressures are regularly caused by people who do not live in the area, particularly on event days.
To help with this, from 7th October 2026, we are introducing a new parking scheme, the Everton West Permit Parking Area (PPA). The scheme aims to make it easier for residents to park near their homes, reduce non-resident parking and protect local streets during busy periods.
Signs will be going up in September, and the scheme will be in operation from Wednesday 7th October 2026.
You can check which zone your street is in here. Signs within the area will be clearly marked with the zone, which should match your parking permit.
Parking restrictions will be in place at all hours, every day of the year.
Permits don’t guarantee a parking space. If there is no space on the road, you will need to park elsewhere in the zone.
You can have one free parking permit for each vehicle that that is registered to your property.
You can also get one free visitor permit.
Households can only apply for one visitor’s permit. If you have more than one visitor at a time, they will have to park on a street that allows for permit-free parking, or in a limited waiting bay within the zone.
You will receive a physical permit in the post. This needs to be displayed when parking on the street within the parking zone.
A visitor’s permit can be used at any time. They are linked to your address, not to a specific vehicle so they can be reused for new visitors.
All permits must be renewed annually.
You can change the name of vehicle details associated with a parking permit. You will need your existing permit number and PIN to hand, which you will receive when you successfully apply for a permit.
If they are staying for any period of time, they must display a visitor permit.
If someone is making a delivery, they do not need a parking permit while unloading.
Special arrangements are being put in place via a Carers Parking Permit to ensure that health and care providers, and others delivering essential support, can continue to access local homes when carrying out their duties.
Further information on eligibility and how these permits will operate will be available and publicised before the scheme comes into effect.
Blue badge holders may park within the zone without a parking permit, as long as the badge is displayed correctly.
The blue badge must be displayed alongside the time clock if they are parked on single or double yellow lines.
Blue badge holders are not permitted to park in loading or business bays.
Only 10 permits are permitted for each business at any one time.
If a staff member has left the business, you can update the vehicle details online for their existing permit.
They cannot be transferred between vehicles as the registration number is on each permit.
The fine is £70 and must be paid within 28 days of the Penalty Charge Notice (PCN) being issued.
However, if you pay within 14 days it will be reduced by 50% to £35.
During the first six months, we will be gathering feedback on the Experimental Traffic Regulation Order scheme before making a decision on whether it should be made permanent, be changed, or be removed.

Permit applications take up to 28 days to be processed, so long as you have submitted the required supporting documentation.
If you do not have your permit by Wednesday 7th October, you should not park within the parking permit zone.
