Interim Authority Notice
A relevant party may submit an Interim Authority Notice within 28 days of a premises licence holder dying, becoming insolvent or becoming mentally incapable. The notice will allow premises to trade for a maximum of 3 months. It will lapse after this time unless an application to transfer the licence has been made.
If you're applying as an individual, you must also provide proof that you have the right to work in the UK and are not subject to a condition preventing you from doing work relating to the licensable activity - this is applicable to all individual applicants, including those born in the UK. If you do not submit your proof document or share code, we cannot process your application.

How to apply
You can apply and pay online below.
- If applying as an individual, you will be prompted to upload a scanned copy or clear photograph of proof of your right to work document or share code, so please have this ready.
- Once you have submitted your application you will be transferred to our secure payment portal to pay the fee.
If the fee is not paid, the application will not arrive in our system. Once paid, we will receive your application and notification of payment and a copy will automatically be sent to Merseyside Police and the Home Office Immigration Enforcement.

What happens next?
The target completion period for an interim authority notice is 28 days after we receive a valid application. If you do not hear back from us by the end of the target completion period you can assume that your application is granted.
We will send the amended premises licence to you. This means that you can act as licence holder and continue to carry out the licensable activities at the premises for up to three months. You must make a formal transfer application before the end of the three months or the licence will lapse.
If we receive a representation notice from Merseyside Police or Home Office Immigration Enforcement within 48 hours of the application date, we will invite you to a hearing to determine the outcome. We will contact you if this is the case. If we do not receive a representation, your application is approved from the date applied for.
