Roads and pavement licences
Liverpool City Council is the Local Highway Authority for managing licensing for all public roads, footways and footpaths in the city. We can take action against unlicensed structures or activities on the highway, so always check with us if you are not sure if you need a licence.
- Cellar opening or drop in highway licence You must obtain a licence from the council for a cellar opening or drop in highway.
- Section 50 street works licence You must obtain a licence from the council to carry out section 50 streetworks.
- Scaffold and hoarding licence You must obtain a licence to erect a scaffold or other structure on the highway.
- Objects or structures on a highway licence You must obtain a licence from the council to place objects or structures on a highway.
- Cranes and wires over highway You must obtain a licence from the council to place cranes and wires over the highway.
- Building projection licence You must obtain a licence from the council for building projection over a highway.
- Flagpole licence You must obtain a licence from the council to place a flagpole on a public highway.
- Pavement licence A pavement licence allows bars, cafes and restaurants to place tables and chairs on the pavement outside their premises.
- Pavement licence representations If you have any objections or comments to make about a pavement licence application, you can submit a representation online.
- Advertising board ('A' Board) licence You must obtain a licence from the council to place an 'A' Board on a pavement.
- Skip permit licence If you are a registered skip operator you must apply for a licence to place skips on a public highway.
- Register as a skip operator You will need to register your business with Liverpool City Council before you can apply for a licence to place skips on public roads in Liverpool.
- Temporary Traffic Regulation Order (TTRO) You need a TTRO when you want to stop or limit vehicle or pedestrian traffic on a road for planned works or immediate restrictions.
