Scaffold and hoarding licence
You need a licence to place scaffold or hoardings within the Liverpool local authority area before any apparatus is placed on our roads for commercial or domestic works. This also applies for the placement of MEWP’s, containers, mobile cranes and welfare units.
We need a minimum of 7 days to process your application and up to 14 days minimum if the permit is required for main roads and city centre.
Before you apply
The application must be completed by the contractor undertaking the work. Please check if the road is adopted or unadopted. If the road is unadopted, you will need to contact the landowner for permission.

You will need to provide the following information with your application, so please have these details to hand:
- a copy of your public liability insurance (not less than £5 million and must be valid for the full period of the licence).
- a site drawing showing the position of the structures/obstructions in the road.
- planning application number, where planning permission is required.
- the dimensions of each structure.
- traffic management plan details.
Where scaffolding or hoarding wraps multiple streets – for example a street corner spanning two roads – you will be charged for 2 licences. If you also have 2 containers on site, you will need another 2 licences, and so on.
You will be issued one permit to cover all structures in your application.
Fees
- A non-refundable administration fee of £50.00 for each application applies.
- You can submit one application for multiple structures at the site.
- The cost is per licence and is based on the length of time it will be in place and if the work is for a domestic or commercial site.

What happens next?
When we have received your application and payment we will contact you to confirm if the licence permit has been approved and advise if any further permissions are needed.
No works can take place until you have received approval.
Once authorised, we will send you the licence permit which must be clearly displayed on the structure at all times.
In the rare event that your licence is not approved, we will refund any fees paid, except for the £50 administration fee for your application, which is non-refundable.
