Monitoring progress
We are committed to becoming a more performance driven and transparent council, so we can deliver the best possible services and build trust amongst residents, partners and staff.
We are using a range of indicators to track progress against the ambitious outcomes set out in this plan. Performance information is openly shared on the council website - Performance - How do we measure up?.
Quarterly performance reports are produced for Cabinet to update on progress and detailed performance reports are submitted to relevant Scrutiny Committees. This has led to a number of improvement initiatives being developed to address underperformance since 2023.
We are working to more actively engage residents, businesses and other partners to shape and monitor the impact of many actions across this plan. The next stage is to report on performance at neighbourhood level allowing neighbourhood managers to focus on specific aspects of improvement that residents, councillors and partners have identified as being relevant to their geographical area.
In July 2025 a refreshed Council Plan was approved by Full Council to update on activity that has been delivered and reflect the new context in which the council operates.
Significant improvements have been made organisationally within the council and in developing key strategies such as the inclusive economic growth strategy and the housing strategy. The refresh marks a shift in corporate emphasis towards delivering improvements that residents can feel and moving to the delivery phase of key strategies and plans.
A lot has been delivered in the first two years of the plan across each of the six pillars and on the 10 priorities set out for the first 18 months when the plan was published in September 2023.
