Pedestrian zone works vehicle permit
If you need vehicle access to carry out works within a pedestrianised area, you must apply for a pedestrian zone works vehicle permit.
This permit allows authorised works vehicles to enter a pedestrian-only zone to access a work site during restricted hours.
Who can apply?
Permits are available for:
- contractors carrying out approved works
- utility companies
- construction and maintenance providers
- other organisations undertaking authorised works within the pedestrian zone.
Permits are for works vehicles only. They are not available for general access, deliveries or personal vehicles.
Permit access times
A permit allows vehicle access to the pedestrian zone:
- from 6pm on the evening before the work takes place
- until 10am the following morning
Vehicles may leave the pedestrian zone after 10am but will not be allowed to re-enter once the pedestrian zone restrictions are in operation.
To maintain a safe environment for pedestrians, vehicle movements within the pedestrian zone should be kept to a minimum during operational hours.
Permit costs
Permits cost £50 per vehicle. You can request up to 4 permits per application.
A separate permit is required for each vehicle needing access.
Once your permit is submitted, there is a £50 charge if you need to change or cancel the permit date.

When submitting your application, you will need:
- company or contractor details
- works location
- dates access is required
- contact information
- vehicle registration numbers for each vehicle requiring a permit
How to apply
You must apply for a permit at least 5 working days before works start on site. Applications submitted with less than 5 working days' notice will be rejected.

What happens next?
Once approved, you must collect your permit in person from The Cunard Building. Details of collection arrangements will be provided when your application is approved.
Permit conditions
- Permits are only valid for the vehicle registration shown on the permit.
- Permits must be displayed as instructed.
- Vehicles must only be used in connection with approved works.
- Permit holders must comply with all traffic management, safety requirements and instructions from council officers.
- The council reserves the right to refuse, suspend or revoke permits where necessary.
